A CINSAM Request for Proposals

The Center for Integrative Natural Science and Mathematics (CINSAM) at Northern Kentucky University announces an innovative CSI –I Student Summer Camp outreach program.  CINSAM invites Kentucky teams of science and/or mathematics teachers and their local emergency first responders to develop and offer Crime Scene Investigation (CSI) summer camps.  These camps will be for students who will enter grades six through eight in the fall of 2008.  We anticipate that these summer camp programs will, in many ways, mirror the CSI–I Camps that CINSAM has offered on the Northern Kentucky University campus the past five summers.  CINSAM does not plan of offer a CSI – I camp in summer 2008. 

Up to five (5) grants in the amount of $ 2,000 each will be offered.  A match of at least $1 from the school/community partnership for each $2 from CINSAM is required .  The awards of any or all of these are contingent upon the quality of proposals received by the deadline of November 21, 2007.  

General Description and Principle Understanding of this Program: 

CINSAM invites a teacher or a team of teachers from any Northern Kentucky elementary or middle school to propose to develop and offer such a camp in partnership with one or more of its local law enforcement agencies or public safety/fire emergency units.  The successful proposers will plan a five-day camp to be held at a location suitable to the school district and the community partners.  The proposal must have the support of the school or district administration as well as the administration of the public safety agency partner.   

We anticipate that this camp will provide and apply knowledge and experience in the areas of science, mathematics, and technology to the evaluation of crime scene situations and evidence for at least half-day-long periods for five days.  The curricular content of the successful proposals will show strong evidence of having been carefully linked to the Kentucky Core Content in science and mathematics for grade levels six through eight.  Additional experiences that link with other subject matter areas, e.g., English, social studies, reading, are allowed.  However, preference in the selection of proposals for funding will be given to those proposals which indicate the strongest offerings in the areas of science and mathematics. 

CINSAM will offer a Teacher/First Responder CSI – I Camp Training Workshop during spring 2008.  Grant recipients, i.e. both the teacher(s) and the partner first responders who have authored the funded proposals in this solicitation, will be required to attend and participate in this Workshop.  The goal of this Workshop will be to provide the opportunity for the grant recipients to develop detailed plans for their local partnership CSI – I camp.  Others may attend this Workshop as space is available.  This Workshop will be offered during the spring of 2008 on dates that will be jointly established among the grant recipients and CINSAM considering the respective school schedules and lead time needed to prepare for the camps. 

Information Regarding Writing of the Proposal and Creating the Proposed Budget:

The narrative of the proposal must be typed, single spaced paragraphs using 12 point font and of length no more than four pages excluding budgets, schedules, and cover and signature sheets.  An “Intent to Propose” letter or electronic mail (to elifritsc@nku.edu) notification of the proposers’ intent to submit a proposal should be received by CINSAM no later than October 24, 2007.  If sufficient interest is indicated (via these letters of intent) in attending a pre-proposal meeting, CINSAM will arrange such a meeting shortly after October 24.  The final proposal must be received by CINSAM no later than November 21, 2007.  The proposal should be submitted as an email attachment preferably using Microsoft Word or as a PDF file.  Original signature sheets must be forwarded to the CINSAM office for incorporation with the respective proposal’s file.  All correspondence relative to this Request for Proposals should be forwarded to the contacts given at the end of this Request for Proposals.  Click one of the following links to download a version of a proposal cover sheet, proposal narrative outline, and budget guide.  Microsoft Word version        PDF version

The maximum amount of CINSAM funds which any one school proposer unit may request is $ 2,000.  With the proposer’s budget request must come evidence of school district and/or community match at the level of $1/$2, i.e. at least a $1,000 match to a request of $2,000.  This match may be in the form of additional dollars provided to the budget, “in-kind” support for the camp, or other forms of support that will supplement the CINSAM grant resources to ensure that the camp experience for the participating sixth to eighth grade students will be enhanced by the value of the match.  A brief narrative justification for each item in the budget request must accompany the proposer’s budget.  A budget format is provided in the appendices of this Request for Proposals.  

Teachers and first responder partners who wish to propose for award of CINSAM funds from this program must complete their proposal as outlined in Appendix I.  The cover and signature sheet contained in Appendix II requires that the proposer’s building principal

and community partner representative(s) and this partner’s administrator(s) sign in support of the proposed CSI – I camp.  A brief statement of academic background, professional experience, and other quantifications of each of the proposers should be attached as additional appendices to the proposal.  Please hold these to one page or less per person. 

The partner law enforcement/first responder person and this person’s commanding administrator must sign in support of the proposed CSI – I camp and the partnership as described in the proposal.  CINSAM considers this partnership unit’s administrative signature to be evidence that the officer(s) or first responder(s) will have needed duty schedule adjustments made in order to participate in the planed camp activities; however, CINSAM understands the reality of the eventuality of a call to duty for this responder that may, “at the last minute,” result in the person’s availability being compromised.

Proposal Review, Evaluation, and Award Decision Making Process:

 

Proposals will be reviewed and ranked by CINSAM staff and a team of faculty members who have participated in the development and delivery of CINSAM CSI – I camps.  Rankings will be computed based upon the following guidelines: 

Quality of the proposed program for the camp as defined in the Proposal Narrative as shown in the “Proposal Narrative Outline”

CINSAM reserves the opportunity to negotiate budget matters with proposers whose budget appears to deviate from what CINSAM believes is the most appropriate use of funds.  Announcement of proposals that are anticipated to be awarded grants will be made early in January 2008.  CINSAM reserves the opportunity to reject any proposal that fails to clearly meet any of the above stated guidelines.
